[Walnut Creek, CA] – The Contra Costa Transportation Authority (CCTA) is pleased to announce that Nikki Foletta has joined the organization as Director of Programs, effective April 13, 2026.
Foletta brings more than 20 years of experience in transportation program management and project delivery, with a strong track record of overseeing complex funding agreements, advancing mobility initiatives, and delivering impactful transportation solutions. She will lead CCTA’s mobility and transportation programs, including transit, shared mobility, and transportation demand management efforts, while overseeing grants, funding agreements, and program implementation across Contra Costa County.
Prior to joining CCTA, Foletta spent over a decade at the San Francisco Bay Area Rapid Transit District (BART), where she managed multi-million-dollar funding agreements and ensured compliance across a wide range of capital and operational projects. Her work strengthened program delivery, improved coordination across agencies, and enhanced operational efficiency.

Foletta holds dual Master’s degrees in Transportation Engineering and City and Regional Planning from the University of California, Berkeley. She was awarded a Fulbright Scholarship to conduct research on innovative transportation solutions at the CENIT research center in Barcelona and is the author of Low Car(bon) Communities. Her work reflects a strong commitment to advancing forward-thinking, sustainable transportation systems that improve quality of life for communities.
As Director of Programs, Foletta will work closely with transit operators, local jurisdictions, and regional partners to coordinate services, advance integrated mobility strategies, and ensure programs are delivered effectively and efficiently.
