Community-Based Transportation Plan
CCTA is inviting public review and comment on the Draft Countywide Community-Based Transportation Plan (CBTP), a community-focused transportation plan that identifies transportation needs and near-term improvements in Equity Priority Communities across Contra Costa County.
The Draft Countywide CBTP looks closely at everyday transportation barriers, including limited transit access, safety concerns, affordability challenges, gaps in walking and biking connections, and first- and last-mile needs. The plan is intended to complement CCTA’s Countywide Transportation Plan by focusing on community-level improvements that can help make it safer, easier, and more reliable for people to get where they need to go.
Draft Countywide CBTP Materials Now Available
CCTA has released draft materials for the Countywide Community-Based Transportation Plan (CBTP). These documents summarize what we heard from community members, stakeholders, transit providers, and the project Steering Committee, and identify draft transportation improvements that could help address mobility needs in Equity Priority Communities across Contra Costa County.
The Draft Executive Summary provides an overview of the planning process, study area, outreach activities, key findings, evaluation criteria, and draft recommendations.
The Appendix C Project Lists include the detailed project and program lists by subregion, including countywide, East County, Central County, West County, and South County recommendations.

The draft plan reflects input from community members, stakeholders, transit providers, community-based organizations, and the project Steering Committee. Feedback was collected through public outreach events, an online survey, virtual town halls, and coordination with local and regional partners.
The draft identifies recommended projects and programs by subregion, including countywide, East County, Central County, West County, and South County recommendations. These recommendations include strategies to improve transit access, pedestrian and bicycle safety, connections to key destinations, mobility options for seniors and people with disabilities, and other community-identified transportation needs.
Draft Countywide CBTP Materials Now Available
This is CCTA’s first countywide Community-Based Transportation Plan. The Countywide CBTP builds on previous local CBTPs completed for Pittsburg-Bay Point, Monument Corridor, Richmond Area, and Downtown Martinez. Those earlier plans remain important guides for local project development, funding pursuits, and implementation.
The Countywide CBTP expands that work by looking across Contra Costa County and identifying shared challenges, community priorities, and opportunities for coordinated solutions. While many projects in CCTA’s Countywide Transportation Plan are long-term regional efforts, the CBTP focuses on community-based needs and improvements that may be advanced more immediately.
Examples of the types of improvements identified through the CBTP process include safer crossings, better pedestrian and bicycle connections, improved access to transit, mobility options for people who rely on transit or paratransit, and comfort or accessibility upgrades near key destinations.

From 2018-2020, CCTA updated local Community-Based Transportation Plans for Pittsburg-Bay Point, Monument Corridor, Richmond Area, and Downtown Martinez.

Pittsburg-Bay Point
The Pittsburg-Bay Point area Community-Based Transportation Plan (CBTP) focuses on transportation improvements to address the mobility needs of economically disadvantaged communities in the City of Pittsburg, Bay Point, and the City of Antioch.
This is the first update to the Pittsburg-Bay Point Area CBTP, which was originally adopted in 2007. The current CBTP update process began in fall 2018 and is scheduled for completion in spring 2020.

Monument Corridor
The Monument Corridor Community-Based Transportation Plan (CBTP) focuses on transportation improvements to address the mobility needs of economically disadvantaged communities in the City of Concord.
