Coordinated Call for Projects
The Contra Costa Transportation Authority (CCTA) is pleased to announce a coordinated call for projects in Contra Costa County, making over $95 million for local applicants.
CCTA is making it easier for local agencies and eligible project sponsors to apply for transportation funding through a single coordinated call for projects. The process brings several funding programs together through a single application portal and project application, helping sponsors submit strong projects while allowing CCTA to match eligible projects with the most appropriate available funding sources.
Background
CCTA administers and coordinates a range of transportation funding programs that help Contra Costa County jurisdictions, transit operators, and other eligible sponsors deliver local and countywide transportation improvements. These programs support projects such as complete streets, bicycle and pedestrian improvements, transit access, safe routes to schools, local roadway and corridor improvements, and projects that help Contra Costa meet regional mobility, climate, safety, and access goals.
Rather than asking sponsors to navigate multiple separate calls for projects, CCTA’s Coordinated Call for Projects creates one entry point for submitting candidate projects. Applicants submit project information once, and CCTA evaluates applications against the requirements of the applicable funding programs.
Who Should Apply
The Coordinated Call for Projects is intended for public agencies and eligible transportation project sponsors in Contra Costa County. Eligible applicants may include cities and towns, Contra Costa County, transit operators, regional public agencies, and other sponsors that meet the requirements of the applicable funding program.
Applicants should submit projects that are consistent with adopted local, countywide, and regional plans and that can demonstrate a clear public benefit. Strong applications should explain the transportation problem being addressed, the community served, project readiness, expected benefits, cost and funding needs, and how the project advances CCTA and regional goals.
Eligible Project Types
Eligible project types vary by funding source, but the coordinated call is designed to support projects that improve transportation access, safety, and reliability across Contra Costa County. Examples include:
- Complete streets and corridor improvements
- Bicycle and pedestrian safety projects
- Trail and active transportation connections
- Safe Routes to Schools infrastructure and access improvements
- Transit access and first-mile/last-mile connections
- Local road, intersection, and signal improvements that support safety and mobility
- Projects that improve access to jobs, schools, transit, community services, and housing
- Projects that support adopted land use, climate, equity, and transportation plans
Applicants should review the program guidance and scoring criteria before submitting a project. CCTA may request additional information if needed to confirm project eligibility, funding fit, or delivery readiness.
Funding Programs Included
The Coordinated Call for Projects includes funding programs administered or coordinated by CCTA for local and countywide transportation investments. Each funding source has its own eligibility requirements, but applicants do not need to submit separate applications for each program. CCTA will review each eligible project and determine how available funding sources can be used most effectively.
Some projects may be eligible for more than one funding source, while others may qualify for only certain programs because of geography, project type and funding rules. CCTA will use the coordinated call to evaluate projects consistently and then match recommended projects with the appropriate funding source or combination of sources. This helps maximize the number of projects that can move forward while respecting each program’s requirements.
One Bay Area Grant 4 (OBAG 4)
OBAG is a regional funding program administered by the Metropolitan Transportation Commission in partnership with Bay Area county transportation agencies. CCTA is responsible for developing and submitting Contra Costa County’s prioritized nomination list for the OBAG 4 County program. The OBAG 4 County Program directs federal funding to projects and programs that implement Plan Bay Area, the Regional Transportation Plan adopted by MTC. OBAG Cycle 4 focuses on funding projects that support Priority Development Areas (PDAs) and Transit-Oriented Communities (TOCs) and that advance regional goals for safety, complete streets, housing access, economic vitality, climate protection, and equitable mobility.
Transportation for Livable Communities (TLC)
Five percent of Measure J funds Transportation for Livable Communities (TLC), which supports projects that improve local access, strengthen connections between transportation and land use, and help create safer, more walkable, bikeable, and transit-accessible communities. These funds are competitive at the subregional level and project priorities are determined by the Regional Transportation Planning Committees (RTPCs) in West, Central and Southwest Contra Costa.
Pedestrian, Bicycle and Trail Facilities (PBTF)
1.5 percent of Measure J funds Pedestrian, Bicycle and Trail Facilities (PBTF) funding supports bicycle, pedestrian, trail, and active transportation improvements across Contra Costa County. EBRPD receives 1/3 of the PBTF funds for programming, while the remaining 2/3 of PBTF funds projects that are evaluated through the Countywide Bicycle and Pedestrian Advisory Committee on a competitive basis countywide.

Evaluation Priorities
Projects submitted through the coordinated call will be reviewed based on the requirements of the applicable funding programs and CCTA’s adopted goals and policies. Evaluation considerations include:
- Safety benefits for people walking, biking, rolling, taking transit, and driving
- Improved access to transit, schools, jobs, housing, community destinations, and essential services
- Consistency with local, countywide, and regional transportation plans
- Support for complete streets, active transportation, transit access, and multimodal connectivity
- Benefits for Equity Priority Communities and communities with identified transportation needs
- Project readiness, delivery schedule, cost effectiveness, and funding leverage
- Support for climate, air quality, congestion management, and economic development goals
Public Process and Outreach
CCTA’s coordinated call will be advanced through CCTA’s public meeting and committee process. This includes opportunities for local jurisdictions, transit operators, technical staff, advisory committees, and members of the public to follow the process, review materials, and provide input through existing public meetings.
CCTA will document outreach and engagement activities associated with the call for projects, including committee presentations, applicant coordination, public meeting materials, newsletter updates, CCTA Insider updates, and Board actions. This documentation supports regional funding requirements and helps ensure that the project selection process is transparent, consistent, and accountable.
